Clean vegetables. Chop cabbage in blender or food processor. Drain the excess water. Add salt and let stand one hour. Drain and prepare dressing.
Mix all dressing ingredients. In a saucepan bring to a boil for one minute. Cool in refrigerator.
Chop celery, carrots and pepper in blender or food processor. Drain. When cabbage is ready, drain off excess juice and add the other veggies. Mix well. Add cooled dressing.
Can freeze in serving portions.
