Cut peppers in half length-wise. Clean out seeds and ribs. Set aside.
Stir together lentils, quinoa, garlic powder, cumin, salt, & pepper.
Find each pepper halfway with lentil mix. Arrange on baking sheet, cover with foil and bake for 30 minutes at 375. Remove foil and bake for another 30 minutes. Top with salsa.
