In a medium roaster (12X7X2) combine flour and salt mixture and a small amount of water to make a thick paste. Add the juice from the tomatoes to the flour mixture until smooth and no lumps in the flour.
Add the remainder of the tomatoes, celery, carrot, onion and Worcestershire sauce. Cook, stirring constantly, till mixture thickens and bubbles. Season to taste with salt and pepper.
Cut meat in 4 portions. Place meat in the mixture making sure the meat is covered by the sauce mixture.
Cover and bake in 350 oven for 2 hours or until meat is tender. Optional-Sprinkle cheese over meat and return to over for 2 minutes or until cheese is melted.
