1. Combine 2 cups flour, oats, sugar, soda and salt. Cut in butter till creamy or crumbly. Set 1/2 aside and press other half into greased 9x13 pan. Bake at 350 degrees for 15 minutes.
2. Take out pan and sprinkle with chocolate chips and pecans. Whisk 1/4 cup flour with the caramel topping and drizzle over the chocolate chips and nuts. Sprinkle remaining crumbs over the top. Bake for 18-20 minutes or until browned. Cool 2 hours before cutting.
