Preheat oven to 420
Add the butter, sugar, water, vanilla, and condensed milk to saucepan and heat on medium.
Once the ingredients have made a nice sauce, add coconut.
Stir 2-3 minutes.
Take off heat and add oats.
Pour mixture into greased baking tray and spread evenly.
Bake 15-20 minutes.
Melt the chocolate to spread on top.
Pour dark chocolate over evenly.
Swirl white chocolate on top.
Let cool, then cut, and serve.
