Pour oil into a large, heavy bottomed skillet. Heat over medium-heat.
Meanwhile, on a clean, flat work surface, flatten each canned biscuit into a larger circle
using the heel of your hand. Take a Tablespoon-sized scoop of cookie dough and place it
in the middle of the biscuit circle. Pull up the edges of the circle to the center and pinch
to seal. Roll the biscuit donut in your hands to round it out again, ensuring the cookie
dough is safely secured inside of the biscuit.
Drop the biscuits into the hot oil and fry for about 1-2 minutes on each side, taking care
to watch them carefully as they cook very quickly. Once one side is golden brown, flip
and cook on the other side. You want them as browned as possible without being burnt.
Drain the biscuits onto a paper-towel lined plate or a wire rack. Once cool enough to
handle, dip them halfway into the melted chocolate frosting and sprinkle generously with
remaining chocolate chips. These are best served immediately.
