Beat butter and peanut butter together. Add sugar and brown sugar, beat. Add egg, milk and vanilla-beat well. Add dry ingredients and mix until all is blended.
If necessary, chill the dough for an hour to make it easier to roll into balls.
Shape dough into 1-inch balls and roll them in a little white sugar. Place on ungreased cookie sheet. Bake at 375 degrees for 10 minutes. Immediately after pulling them out of the oven, press a chocolate kiss into each cookie.
