Mix butter, and sugar until light and fluffy. Blend in condensed milk, vanilla blend until smooth. Add eggs, blend well. Add flour and blend well. Cover chocolate chips with flour to prevent them from sinking into batter and fold into batter. Spray round cake pan with nonstick cooking spray. Fill 2/3 with batter. Bake each cake at 325 degrees for 30 to 35 minutes. Sift confectioners sugar, add butter, evaporated milk, remainder of condensed milk, blend together. Turn cake upside down on plate. Cover with frosting, and put other cake on top. Frost top and sides of cake and garnish with shaved chocolate.
