Preheat oven to 350. Grease and flour a 9x13 pan (or use parchment paper).
In a medium bowl, combine all streusel topping ingredients until mixture resembles coarse crumbs. (use your fingers). Set aside.
In a large bowl, combine 2 C flour, 3/4 C sugar, baking powder and salt. Cut in butter (with your fingers) until mixture resembles coarse crumbs. Crack an egg in measuring cup and add milk to make 1 cup. Stir in vanilla. Pour into cake crumb mixture just until moistened. Spread into prepared pan. Sprinkle top with streusel.
Bake in preheated oven for 25 to 30 minutes, or until a toothpick comes out clean.
Let cool.
