Sauté ground meat till brown. Add taco spice, cocoa, ground pepper, cumin and chili powder and cook till meat is coated with spices and spices are fragrant. Remove meat and spice mixture from pot and set aside. Sauté onion till lightly caramelized then add garlic, red and green pepper. Cook mixture for 2 minutes. Add meat and spice mixture back to pot and mix with the vegetables. Add the chicken bouillon and salsa, diced tomatoes and kidney beans (including the liquid that the beans come packed in). Mix everything together.
