Grease a pizza pan or 13 x 9 inch pan and sprinkle tightly with cornmeal. Brown meat, onion, green pepper, salt and pepper. In separate bowl, combine flour, pepper, salt, oregano and milk to make soft batter. Spread batter in pan evenly; sprinkle meat over top. Bake 15 to 20 minutes at 400°. Spread pizza sauce and cheese. Bake an additional 15 minutes.
Variations- For breakfast pizza, after first baking, add 8 to 12 scrambled eggs, topped with salsa and cheese. Bake an additional 15 minutes
