Season meat with salt and pepper. In medium bowl, whisk soy sauce, chile pepper, sugar and lime juice until the sugar is dissolved. Add the beef, toss to coat.
Heat oil and add beef. Cook until cooked through 3-5 min. Remove beef.
Allow liquid to thicken (4 min) or add corn starch. Add veggies and cook a couple minutes. Return beef to skillet and toss to combine.
Rinse 1 1/2 cups rice and cook it. Then add garlic, butter and salt to taste.
Combine with stir fry.
