Dressing-
Mix together the first 7 ingredients and put in a jar, cover, and refrigerate.
Prepare nuts-
In a saucepan, cook almonds and sugar. Cook over medium heat until almonds are coated and sugar dissolves. It will brown very fast so stir constantly. Put on a plate to cool. Break apart when cooled and store in airtight container.
Salad Mix-
Mix together lettuce, green onions, celery, and Mandarin oranges (drained).
