Cook lasagna according to package directions. In a medium saucepan, brown beef and onion.
While beef is browning, in a large bowl combine tomatoes, paste, water, parsley, salt, sugar, garlic powder, pepper, and oregano. Add tomato mixture to beef mixture and mix well. Simmer uncovered for 30 minutes, stirring occasionally.
In a 13 x 9 pan, pour 1 cup of sauce to coat bottom. Layer lasagna, sauce, cottage cheese, mozzarella / Parmesan mix, then sauce. Repeat until ingredients are exhausted.
Bake at 350 degrees for 40 - 50 minutes, or until bubbly throughout.
