Mix first 6 ingredients to make teriyaki marinade. Set aside.
Cut livers in half, and water chestnuts in 3 or 4 pieces. Cut bacon strips in half. To assemble, take chicken liver and piece of water chestnut, wrap with bacon and secure with a toothpick.
Marinade at least 4 hours in teriyaki marinade. Drain and roll in brown sugar. Broil 10 mins 3-4 inches from heat.
Watch carefully and turn as needed. This is very messy, line pans with foil and watch carefully!
