In large saucepan, bring chicken broth to a boil. Add broccoli and onion. Boil for 12 minutes. Add seasonings and cheese; stir until cheese melts. Add milk, cream and butter; stir and heat to boiling.
In another pan over medium heat; slowly add cold water to flour, stir constantly until mixture is smooth and the consistency of heavy cream.
Add flour mixture to soup and stir to mix
