Combine first five ingredients; bring to a boil. Reduce heat and cover 20 minutes. Mash vegetables several times. Add bacon or ham; continue to simmer.
Meanwhile, melt butter; stir in flour and cook stirring constantly for 1 minute. Gradually add milk.; boild and stir for 2 minutes. Add to vegetable mixture, stirring constantly. Remove from heat and add cheese and pepper.
