preheat oven to very hot, (220c)
lightly grease a baking tray.
sift flour into a large boll. add butter. rub in lightly using your fingertips. make a well in the centre of the flour mixture add combined milk and water all at once, reserving about 1 tablespoon.
using a bread-and-butter knife mix quickly to a soft, sticky dough. do not over mix.
turn onto a lightly floured surface. knead lightly. press or roll out into a large rectangle about 1cm thick.
spread with tomto paste and top with salami and capsicum. sprinkle with cheese, pressing in slightly.
roll up from the long side to form a log, cut into 2cm thick slices and arrange close together, cut side up, on the prepared tray.
brush tops with the reserved milk and water. bake for 10-15 minutes, or until they sound hollow when tapped. cool on a wire rack.
