Make batter by combining flour, baking powder, salt & water; mix well.
In skillet, toast sesame seeds over medium-high heat until golden. Remove from heat and set aside.
Reduce heat to medium, add 1/4" oil to skillet and heat until hot, but not smoking. Dip chicken in batter, coat completely then cook in batched for 2-3 minutes per side. Drain on paper towels.
In saucepan, warm honey, garlic and soy sauce over low heat for 4-6 minutes, stirring occasionally. Place chicken in bowl and pour warm honey sauce over it. Sprinkle with sesame seeds.
