Sprinkle the chicken with the salt and pepper. Heat the oil in a large nonstick saucepan. Add the chicken and cook until browned, about 5 minutes. Add the broth and water; bring to a boil. Add the barley, cover, reduce the heat, and simmer until the barley is tender, about 10 minutes. Stir in the vegetables and cook until tender, about 5 minutes longer.
