Put bulgur in medium bowl. Add boiling water to cover; let soak 15 minutes. Draim well; return to bowl.
Heat oven to 425F. Line a rimmed baking sheet with nonstick foil. Add turkey, parmesan, parsley, garlic, onion flakes, egg whites, Italian seasoning, and pepper to bulgur. Mix lightly with a fork until blended.
Form mixture into 18 meatballs. Baked 15 min. until lightly browned.
Meanwhile, cook pasta in large pot of salted boiling water as box directs. Warm marinara saucepan; add meatballs. Drain pasta and serve with meatballs and sauce.
