Combine brown sugar, half and half and butter in 1-quart heavy saucepan. Cook over medium heat, stirring occasionally, until mixture comes to a boil (5 to 6 minutes). Continue boiling 3 minutes, stirring constantly. Remove from heat. Cool 5 minutes.
Meanwhile, combine peanuts and candy sprinkles in small bowl. Insert toothpick into one end of each marshmallow.
Partially dip each marshmallow in syrup; roll in nut mixture. Place on waxed paper. Allow to dry 1 hour. Remove toothpick; decorate uncoated top as desired.
