Mix meats, rice and half of the onions and green peppers. Par-boil cabbage. Take prepare cabbage leaves and meat mixture and wrap leaves. Layer sauerkraut on bottom of the pan, layer cabbage rolls, and put the other half of the onions and green peppers on top. Mix tomato puree, paste and juice and pour over all. Cook on low on top of stove for several hours or in a large slow cooker.
