In a saucepan mix sugar, cornstarch, and salt, then stir in water and vanilla. Add cranberries and raisins. Bring to a boil over medium heat. Reduce heat, simmer 5 minutes and cool slightly.
Mix oats, brown sugar, and flour, cut in butter until crumbly. Sprinkle half of mixture over bottom of a greased 8x8 inch pan. Top with cranberry mixture then sprinkle with remaining oatmeal mixture.
Bake in 350 degree oven for 45 minutes.
