Combine oil, soy sauce, sugar and vinager in a sauce pan boil for 1 minute. Store until ready to use. Shake well before using.
Melt 1/2 stick of butter on large cookie sheet in 350 oven. Break up ramen noodles, spread over butter, sprinkle on spice packets, almonds, sesame seeds. Toast in oven about 5 min.(I toast a little longer maybe 9 min.) Watch carefully, this can burn easily. Store in container when cooled.
Toss dressing, crunch, mandarin oranges and chicken with cabbage just before serving.
