In small bowl, combine buttermilk, oats, and raisins. Let the mixture stand until the liquid is absorbed, about 1/2 hour.
In another bowl, combine flour, baking powder, soda, salt, and wheat germ.
In large mixing bowl, beat the butter and sugar until the mixture is light. Beat in the honey and egg white.
In alternating batches, add the flour mixture and the oat mixture to the butter mixture, stirring to moisten after each addition.
Divide the batter among 12 well-greased muffin cups. Bake at 400 degrees for 25-30 minutes.
