In plastic bag mix ¼ c flour, salt and pepper. Add meat, shake.
Heat 1 TBS oil in lg skillet over med-hi. Add onion and mushrooms for 5 min. remove, set aside. Add 2 TBS oil, raise temp. to high. When hot, remove excess flour from meat. Brown ½ meat , turning continuously for 3 min, remove. Add rest of oil and repeat with remaining beef, remove.
Add garlic to pan, saute for ½ min. Whisk remaining 2 TBS flour into drippings , add broth, stir until smooth and thick, add paprika, Worcestershire, salt and pepper. Simmer.
Stir in sour cream, return meat and mushrooms, heat. Serve over noodles
