Slice potatoes in half lengthwise, place in deep covered baker. Pour 1/2 cup of milk over potatoes and microwave with the lid on high for 11 minutes. Move center potatoes to edges of baker and outer potatoes to center. Cover and microwave again on high for 8-10 minutes or until potatoes can be pierced with a fork. Remove baker from microwave & cmash potatoes with the mix and chop.
Whisk cream cheese until smooth. Slowly add remaining 3 cups of milk. Add cream cheese mixture and butter to the baker. Microwave, covered, on high for 3-5 minutes or until mixture is hot. Slice green onions.
Remove baker from microwave. Grate cheddar cheese over showder, add green onions, salt & pepper and stir until cheese is melted.
