Cream butter, sugar and salt. Stir in flour. Pat into ungreased 12 x 9 pan. Bake at 350 degrees until light brown (15 minutes).
In heavy pan, stir milk, 2 tablespoons butter, 1/4 teaspoon salt until butter melts. Cook and stir 5 minutes on medium heat (will thicken and smooth). Stir in vanilla. Spread over layer.
Bake at 350 degrees 12 - 15 minutes until golden brown. Spread warm with frosting.
Frosting- Melt unsweetened chocolate and butter on low - stir constantly. Remove from heat. Stir in powdered sugar and vanilla. Blend in hot water to pour.
