Brown the onion and green pepper and ground beef. Season to taste with salt and pepper. Stir in tomato sauce, seasonings and corn. Spread into 4 8x8 pans. In a small bowl, combine Bisquick, eggs and milk until mostly smooth. Pour over the meat mixture. Cover and freeze (before baking). To serve- Thaw. Uncover and bake at 350 degrees for 35-40 minutes, until golden brown.
