Preheat over to 350. In small mixing bowl combine flour, sugar, butter and eggs. Beat until smooth. Spread into lightly greased 13x9 baking dish
In medium bowl stir together 1 cup walnuts, sweetened condensed milk, oats and vanilla. Spread evenly over cookie bars. Top with chocolate chips and remaining 1/2 cup of walnuts. Press down firmly
Bake 30-35 minutes. Cool. Cut into bars.
