Sift flour, baking powder and salt together. Add orange rind to shortening and cream thoroughly. Add sugar gradually and cream until fluffy. Add eggs, one at a time, beating thoroughly after each addition. Add sifted dry ingredients and orange juice alternately in small amounts, beating thoroughly after each addition. Pour into greased pans and bake in moderate oven (350ºF) for 30 minutes. Makes 2 (8-inch) layers. Place orange segments over 1 layer of cake and cover with sweetened whipped cream. Place second layer of cake on first and spread with whipped cream. Then arrange orange segments in flower design on whipped cream for garnish.
