Return meat. Add carrots, garlic, bouquet garni and enough water so that the liquid covers meat by a third. 2/3 meat, 1/3 water. Boil then turn to simmer, uncovered, for 2 hours. Stir and scrape bottom of pot ever 15-20min. until meat is tender. Remove any scum on top. Remove bouquet garni when ready to serve.
