In a blender with a metal chopping blade, add yolks, salt, mustard, sugar, pepper and 1 tsp lemon juice and blend on low until pale yellow.
Turn blender to medium high speed. With the blender running, SLOWLY drizzle in 1/4 C oil.
As the mixture begins to thicken, slwoly continue adding oil in a fine steady stream.
Alternate with hot water and remaining lemon juice.
