Preheat oven to 325. Using an oven proof pot, stand the ribs on their sides to form a cirlce. Add 1/4 cup vinegar, salt, and water; bring to a boil over high heat. Cover and transfer to oven and bake for about 1 1/2hrs.
While ribs are getting tender. whisk the mustard and brown sugar, along with worcestershire, olive oil, chili powder, and remaining vinegar. Pre heat grill to medium high.
Brush meaty sides of ribs and place meaty side up on grill. cover and cook. about 10 minutes per side. brush with remaining sauce and serve.
