Place the water in a small saucepan. Sprinkle with the gelatin and allow to stand for 3 minutes to soften the gelatin. Stir over medium heat until the gelatin dissolves. Remove from heat.
Whisk in the vinegar, ketchup, corn syrup, honey, garlic powder, onion powder, red pepper, and paprika. Pour into a jar with a tight fitting lid. Cover and refrigerate until serving time., or up to one week. Shake well before serving.
