In mixing bowl beat cream cheese on med-high until smooth. With mixer on low-med, beat in sugar, vanilla and 1 egg until smooth. Stir in lemon peel. Pour into graham cracker crust, cover and chill for 30 mins or until firm.
In mixing bowl stir together pumplin, half and half, 1/2 c brown sugar, 2 eggs, pumpkin pie spice and salt. Carefully pour over cream cheese.
Cover loosely with foil at bake at 325 for 30 min. Uncover and bake for 30-40 min more, until center is set.
In small bowl combine flour, butter and brown sugar. Sprinkle over pie. Bake 10-15 min more, until topping starts to brown. Srinkle with chopped pecans or heath bar.
