Preheat oven to 350F. Melt butter in skillet and saute onions and mushrooms. Boil green beans in chicken broth for 10 minutes and drain. Add beans, cream of mushroom, roasted garlic, and herbs to the onion mixture. Stir well and pour onto a greased baking dish. Bake for 20 minutes.
While the casserole is baking, put flour in one bowl and a flour-water mixture (seasoned with salt and pepper) in another bowl. Dip each onion ring in the dry flour, then in the flour-water mixture. Shake off excess flour, and drop in hot oil to fry.
Top the casserole with fried onions and bake again for 10 minutes.
