Pour water over rice. Cover & let stand for 25 mins. Rinse rice with cold water. Drain well.
Melt butter in a skillet. Add rice, garlic salt & garlic powder. Cook over medium heat until butter is almost absorbed (about 5 mins).
Spread rice into 1 qt. casserole dish. Pour chicken broth over rice. Cover tightly.
Bake @ 325° for 40 mins. Add parsley & fluff with fork. Bake uncovered for 10 more mins.
