Cook first seven ingredients in large pot on stovetop until tender (on medium heat, approximately 20-30 minutes).

In separate pan, melt margarine. Then stir in flour slowly, until smooth. Add milk. Add Velveeta cheese. Cover and turn off heat (cheese will melt). Then stir.

|
Add cheese mixture to veggie mixture (do not drain water from vegetables). It's ready.
