In a large nonstick skillet brown beef over medium high heat with salt and pepper, then transfer to bowl leaving any drippings behind. reduce heat to medium and add mushrooms, season with salt and cook until golden brown; add mushrooms to bowl with beef. Add oil, onion, carrot, garlic, and paprika to skillet and cook until carrots are soft and onion is slightly brown, about 10 mins.
Stir in tomato paste and cook for 2-3 minutes evenly coating the veggies. Add broth water and worcestershire sauce. Bring to a simmer and stir in pasta. Cover and cook according to package directions. Stir in beef and mushrooms, cook uncovered until heated through. Remove from heat and stir in cream cheese, sour cream, chives, parsley until sauce is creamy. salt and pepper to taste.
