Place flour in large oven roasting bag; shake to coat. Rub brisket with next 3 ingredients; place in bag. Place in roasting pan. Combine remaining ingredients; pour over beef and seal bag.
Cut 6 slits in top of bag. Bake at 325 for 3 1/2-4 hours or until meat is tender. Let stand 5 min. before slicing across grain.
