Preheat oven to 400 F. Spray 2 qt baking dish with nonstick spray. Peel, core and cut apples into 3/4 inch chunks. Whisk cornstarch, vanilla, apple juice and brown sugar together. Add apples and raisins; toss.
Transfer to prepared pan. Cover with foil and bake 20 minutes. Uncover and bake 20 more minutes, stirring occasionally for even cooking.
Mixture is done when apples are just tender and filling is clear and thickened. Set aside to cool a bit.
Scoop warm filling into sugar cones. Top with cool whip.
