In a bowl combine the tom. tapioca, basil, sugar, salt and pepper. Let stand 15 min. Place the potatoes, carrots, onions, and celery in a 5 quart slow cooker. In a large skillet brown meat in oil over med. heat. Drain and transfer meat to slow cooker. Pour tom. mixture over the top. Cover and cook on high for 5 to 6 hours or until meat and veg. are tender.
