Preheat oven to 350 degrees F.

Season ribs liberally with salt and pepper and dust with flour.

In a Dutch oven add 2-3 tbsp. oil. Lightly brown 2 whole garlic cloves. Then, remove garlic. Thoroughly brown the emat on all sides over medium high heat. Note- brown the meat really good! this is what adds flavor.

Then, cover the ribs with 1/2 beef broth and 1/2 water to cover the ribs. Bring to a full boil. Remove the ribs from the Dutch oven and place in an oven proof casserole. Add the remaining garlic, sliced onion, and about 1 cup of beef broth. Cover casserole with aluminum foil. Roast (braise) for 2 hours.
