Place potato in a medium bowl with cold water. Put in freezer for 20 minutes.
Mix dry ingredients, add beer and milk and stir until smooth. Heat oil to 350 degrees, then dip fish in batter and fry. Drain on papertowel.
Can refry potatoes for a minute or two for added crispness.
